Guildford Civic Redevelopment
Challenge– Provide a bid proposal that maximises the “capital and revenue” (life cycle) values for the redevelopment of an existing Civic Hall with minimal investment by the local authority.
Solution – Develop a concept that provides maximum capital returns and synergies for the beneficial use and lifetime earnings of a new state of the art facility.

Summary - HLC, responding to a bid invitation, developed a concept, recruited appropriate partners and managed the concept development up to final bid submission. The development proposals provided for a new civic centre building integrated with a 200 bedroom hotel, conference centre, leisure and health club with an assortment of bars and restaurants intermixed with a range of private and affordable residential apartments.
The detail of the design planning provided for maximum utilisation of all facilities and resultant maximum yields for all trading aspects of the development, with capital returns of the development minimising the contribution of the local authority as part of a £72m development.
